I wouldn’t consider the Doubletree a luxury hotel, more midscale…
And, yes, this is pretty standard for budget and midscale hotels in Asia. I’d guess it’s a mix of a lot of towels “getting lost” and too much process implemented by eager managers…
I have not seen this at truly upscale and luxury hotels in the region…

LOL – actually my experience in Malaysia was not bad – I just thought the whole pool towel thing was kind of weird
